International Projects

Following are project assignments completed during my tenure as a Program Consultant with Winrock International Institute for Agriculture Development.

Research Planning. India Council for Forestry Research and Extension. World Bank. Dehra Dun, India

Responsible for evaluating ICFRE’s overall research and extension capacity. Surveyed and inventoried resources of national research & extension facilities. Prepared database of national research & extension personnel. Implemented national payroll system. Prepared infrastructure plan for national information infrastructure. Designed and implemented national grants management database.
Proposal Development – National Agriculture Research Extension Network. Indonesia Agency for Agriculture Research and Development. World Bank. Jakarta/Bogor, Indonesia

Prepared proposal to World Bank for funding hardware, software, telecom, networking, and staffing for 35 information centers across rural Indonesia. Proposal outlined technical requirements, cost, and schedule.
Provincial Research Master Plans. Pakistan Agriculture Research Council. Balochistan (Quetta) and Sindh (Hyderabad) Provinces. World Bank

Planning coordinator and editor of provincial research master plans for Sindh and Balochistan provinces. Served as research planning specialist. Developed new plan formats that were adopted by other teams as part of the national master planning project. Created provincial databases to inventory personnel, facilities, equipment, research projects, literature (past research publications), and cost accounting. Coordinated development of budgets and cost proposal for World Bank funding (five years).
Entrepreneurial Training. Kazakh State Academy of Management. USAID Farmer-to-Farmer Program. Almaty, Kazakhstan

Developed and delivered short-course in agribusiness at the Kazakh State Academy of Management. Course covered cost accounting, marketing, production economics, and customer relations. Course adopted by Peace Corps as part of their central Asian projects. Develop dual-language Accounting system.
Training of Trainers-Grants Management. Malawi Council of Churches. USAID Farmer-to-Farmer Program. Lilongwe, Malawi

Developed and presented course in grants management (donor and recipient) and implementation of grants management software.
Information Specialist. Indonesia Agriculture Research Management Project II. Agency for Agriculture Research and Development. World Bank. Jakarta/Bogor Indonesia

Developed database to analyze researcher assessments for critical research needs. Database used during national workshops to collect and analyze sentiment among agriculture policy makers on priority research needs. Data used to re-allocate national research resources based on priorities. Database allowed for on-going methodology for surveying policy-makers, collecting data, and analyzing results.

Completed project close-out activities including cataloging and returning project assets, documents and reports, and other materials. Prepared final financial report to USAID, closed bank account, and returned project office to AARD.
Asian Fellowship Management Program. Ford Foundation and Asian Development Bank. Manila, Philippines

Developed and implemented fellowship scholarship management database for masters and doctoral programs of students from various Asian countries to study in the US and Australia. Software used by Winrock and similar foundations to manage scholarship programs.
Philippine National Forestry Management Program. USAID. Manila, Philippines

Developed data collection, analysis and monitoring database used by the Philippine Bureau of Natural Resource Management. Database tracked deforestation and reforestation activities, locations, and mitigation projects.
